17 February 2017: Death of respected New Zealand earthquake geospatial data guru Julian Carver investigated. Julian Carver, the former chief information officer at CERA, died unexpectedly.Carver is famous in geospatial circles for his quote;

“‘A picture can paint a thousand words. In an earthquake recovery, interactive maps are worth a million.”

The death of the former Christchurch’s earthquake recovery authority (CERA) manager and activist for greater government transparency on whats with data collected on Kiwis comes days within the death of a second person within CERA management team. Julian Carver, father of two, was the former chief information officer at CERA, died unexpectedly at a psychiatric hospital in Christchurch on January 2 aged just 44. “The matter is now under investigation by both the Canterbury District Health Board (CDHB) and the Coroner. CDHB chief medical officer Dr Sue Nightingale said it was carrying out a Serious Incident Review to ascertain the facts”.“Police today confirmed that they attended Carver’s sudden death last week”.

The matter is now in the process of being referred to the Coroner,” a police spokesman said.The Carver family today declined to comment, not wanting to potentially prejudice the coronial investigation. Prior to his role at CERA,( April 2011 – June 2012), Carver founded three web software start-ups; and led several large shared services projects across central and local government; and helped develop New Zealand’s Declaration on Open and Transparent Government. In August 2011 Carver initiated the Declaration, after working for CERA, as Carver felt compelled from his experience at CERA to insure greater accountability in government.

It is unknown why Mr Carver was in hospital, what kind of psychiatric treatment he was receiving and on whose orders he had being sectioned. But in a year when National tried to have it own dissenting voice MP Jamie Lee Ross detained using the mental health act and police have, post March 15th, like wise routinely being knocking on people’s doors to assess their “head space” based upon the political view points they express on social media, concern over what has happened to Carver is understandable. Recommendations following the Serious Incident Review will be published by the Health Quality and Safety Commission how as to when the review will be completed is not clear. ​This article does not seek to answer or explore the circumstance that surround Mr Carver personally but the event has caused us too look more closely at the story of Christchurch recovery and rebuild and the politics surrounding it. We think it neither transparent or accountable.

Ōtākaro’s directors include Auckland lawyer Miriam Dean QC, Christchurch business leader Peter Townsend, and chairman Ross Butler who was appointed late last year.The name Ōtākaro is the Maori name for the Avon River which flows through the city. Ōtākaro will also “manage Crown assets” and work closely with Regenerate Christchurch, a joint Crown and Christchurch City Council organisation, and the city council’s Development Christchurch.

However in 2016 when Earthquake recovery critic and accountant Cam Preston asked Brownlee’s office to release a signed copy of the funding agreement between the Crown and Otakaro. Brownlee declined, saying the need for Otakaro to carry out commercial activities without “prejudice or disadvantage” outweighed the public interest in making the agreement available.  This absence of transparency and reluctance to share public data again arose when Former Christchurch mayor Garry Moore requested copies of Otakaro’s board meeting minutes Brantley declined, citing various reasons under the Official Information Act. They included preventing the disclosure of official information “for improper gain or advantage”.

In April 2005 the Company had 269 shareholders, with a majority of shareholders having fewer than 50 shares. It is now made up of 200 share holdings following the collapse of South Canterbury Finance in 2006 and the buy up of smaller share holders. By 2007 the ten largest shareholders of WIL had accumulated 35 percent of the total number of shares allocated, with the two largest shareholders being Landcorp Farming Ltd and the Ngai Tahu Forest Estates Ltd (Ngāi Tahu’s Canterbury farming interest are headquartered at Kokomuka Lodge, in what use to be Eyre Lodge, which was originally owned by Scott Carmody (one of the police officers who arrested the man we know as Brenton Tarrant) and his brother Russ who are also share holders in WIL. WIL initially held a resource consent to take 5.5 cumecs of water from the Waimakariri river for irrigation and this has been progressively increased over time to 10.5.

March 21 2017: A multi-national military satellite for New Zealand and six other countries has launched into space to increase communications capabilities to “prevent, protect against and respond to attacks.”

4 April 2017: A chemical attack kills more than 80 people in the Syrian town of Khan Shaykhun—a crime that shocked the world and led U.S. President Donald Trump to fire 59 cruise missiles at a Syrian air base (and missing after allegedly having first tipping off Russia about the strike). U.S. intelligence agencies claim they saw clear evidence the Syrian government had dropped a bomb filled with the nerve gas sarin on the rebel-held town. Six months later, the Joint Investigative Mechanism (JIM) of the United Nations and the Organisation for the Prohibition of Chemical Weapons concurred.

A manuscript questioning that conclusion has caused a heated dispute among U.S. scientists. Until this week, the contesting paper was scheduled for publication by Science & Global Security (SGS), a prestigious journal based at Princeton University. But as Science went to press, SGS’s editors suspended publication amid fierce criticism and warnings that the paper would help Syrian President Bashar al-Assad and the Russian government. Both have denied that Syria is responsible for the chemical weapons attack. The paper’s most prominent author is Theodore Postol, professor emeritus at the Massachusetts Institute of Technology in Cambridge and a respected expert on missile defense and nuclear weapons. In blog posts and interviews, Postol has argued that the Syrian regime is not responsible for the Khan Shaykhun chemical attack and two others he has examined.

Officially on 23 June 2014, the last shipment of Syria’s declared chemical weapons was shipped out of the country for destruction. By 18 August 2014, all known toxic chemicals were destroyed aboard the US naval vessel MV Cape Ray. In June 2018 the OPCW noted with concern that the Syrian Arab Republic had in reality neither declared nor destroyed all of its chemical weapons and chemical weapons production facilities.

April 2017: Russia claims to have weapon that could cripple the US Navy. State-controlled Vesti broadcast claimed the pilot of a Sukhoi Su-24 jet was able to deactivate “the whole ship’s systems” with “powerful radio-electronic waves” during the fly-by incident of the USS Donald Cook three years ago, around the time of Russia’s annexation of Crimea. The three-year gap between the weapon’s use and the broadcast was not explained by Vesti, whose report came at a time of diplomatic tension between the US and Russia. US deny the incident. South African General Desmond Baker confirms Russia is developing advanced jamming technology.

April 22 2017 A gathering of intelligence and security agencies related to the Five Eyes spy network was to be held at Millbrook Queenstown New Zealand its a sign that geopolitically things are beginning to heat up. May 20 2017: President Donald Trump signed a nearly $110 billion defense deal with Saudi Arabia’s King Salman bin Abdulaziz Al Saud. June 5 2017 Quatar diplomatic crisis: The Saudi-led coalition cited Qatar’s alleged support for terrorism as the main reason for their actions, Saudi Arabia and other countries have criticized Al Jazeera and Qatar’s relations with Iran. Qatar which host an American Airforce base acknowledged that it had provided assistance to some Islamist groups (such as the Muslim Brotherhood), but denied aiding militant groups linked to al-Qaeda or the Islamic State of Iraq and the Levant (ISIL). Initial supply disruptions were minimised by additional imports from Iran and Turkey, and Qatar did not agree to any of the Saudi-led coalition’s demands.

The demands included reducing diplomatic relations with Iran, stopping military coordination with Turkey, and closing Al-Jazeera.

The Financial Times stated the Kingdom of Saudi Arabia moved towards ending the 2017 blockade against the State of Qatar after the victory of President-elect Joe Biden in 2020. An advisor to Saudi Arabia and the United Arab Emirates, was quoted as calling the shift in the Kingdom’s policy towards Qatar “a gift for Biden” signaling that Crown Prince Mohammed bin Salman had shown willingness “to take steps” towards resolving differences with Qatar. The prince is said to have been intimidated by the incoming administration, as the former administration had reportedly supported the Riyadh government in times of crisis such as casualties in the Yemen war, detention of activists, the murder of Jamal Kashoggi etc. UAE’s ambassador to the USA, Yousef al-Otaiba, is quoted as stating that ending the dispute was not a priority, referring to the ongoing differences with the blockaded nation and reopening its border. On 5 January 2021, Qatar’s Emir Sheikh Tamim bin Hamad Al Thani arrived in Saudi Arabia, the leaders signed the Al-‘Ula statement. Before the signing, Bin Salman said that Kuwait and the United States support had resulted in “the Al-‘Ula declaration agreement that will be signed at this blessed summit, in which the Gulf, Arab and Islamic solidarity and stability were emphasized“. Saudi Foreign Minister Faisal bin Farhan al-Saud said it and its allies agreed to restore full ties with Doha, including resumption of flights. Qatar has apparently not fulfilled any of the 13 demands, analysts saying that the Gulf states agreed instead to a joint security declaration, in which Iran was seen by all parties as the greater threat. Yet as of 18 August 2021, three sovereign governments had not restored full diplomatic ties with Qatar an as of 10 August 2019, two countries still held downgraded diplomatic ties with Qatar but had not fully cut relations.

June 20 2017: A Russian jet flew within 5ft (1.5m) of a US reconnaissance plane’s wing tip over the Baltic Sea on Monday, US officials say. The encounter was deemed “unsafe”. Russia disputes this, saying the US plane made a “provocative” move.

June 21 2017 A NATO jet flew close to a Russian plane carrying the defence minister, Russian and Western media reports both say. The outdated F-16 fighter jet was chased away by a the modern Russian Su-27 military jet over the Baltic, according to the state-owned Tass news agency, which had a reporter on the plane.It said minister Sergei Shoigu was en route to the Russian exclave of Kaliningrad, over international waters. Shoigu was flying to Kaliningrad, a highly militarised Russian exclave on the Baltic Sea, to take part in a meeting with defence officials there.

At the meeting, he warned that “the situation near Russia’s western borders is tending to get worse,” TASS news agency reported. He further stated;

“This is tied with the upsurge of military activity of the NATO countries in Europe,” Shoigu added.

The meeting came after NATO held military exercises at the weekend in Poland on the Lithuanian border close to Kaliningrad. There have been more than 30 interactions between US and Russian planes and ships in the Baltic Sea since the beginning of June 2017 , US officials tell CNN.

July 5 2017: A Canadian government scientist at the National Microbiology Lab in Winnipeg made at least five trips to China in 2017-18, including one to train scientists and technicians at China’s newly certified Level 4 lab, which does research with the most deadly pathogens. were. THE KICKER! Salman was in Las Vegas staying at the Tropicana Hotel. The attack on the country music concert was designed to be a distraction so they could kill the new King Salman. He barely escaped with his life leaving Tropicana in a helicopter. All the mass arrests and executions in Saudi Arabia over the last 4 days is to put down everybody involved in the plot to overthrow the King. The Las Vegas terrorist attack was indeed Islamic.

• -The estranged brother of Las Vegas gunman Stephen Paddock was arrested on child pornography charges stemming from an investigation that predates the massacre. Bruce Paddock, 58, was detained at a Los Angeles assisted-living facility, where he was awaiting surgery for spinal stenosis. A felony complaint said he had over 600 explicit images of minors in 2014 and had also swapped pornography. He faces 19 counts of sexual exploitation of a child and one count of possession of child pornography, the complaint says. The charges against Bruce Paddock were however dismissed on May 30. Prosecutors had filed a motion the day before asking to continue the case because a witness wasn’t available, he said. But a judge denied the motion. The district attorney’s office claimed it wasn’t able to proceed with the case without their witness and the case was dismissed.
• – The analysis of a computer belonging to Las Vegas mass shooter Stephen Paddock revealed a “disturbing search history” and numerous images of child pornography, investigators said on January 2018. The only problem with that claim is on October 2017. A laptop computer recovered from the Las Vegas hotel room where Stephen Paddock launched the deadliest mass shooting in U.S. history was missing its hard drive, depriving investigators of a potential key source of information on why he killed and maimed so many people, ABC News reported. Paddock is believed to have removed the hard drive before fatally shooting himself, and the missing device was not recovered. Paddock’s also purchased software designed to erase files from a hard drive, but without the hard drive to examine it is impossible to know if he ever used the software.

• – BBC television showed one window was broken. By the next morning, there are now two broken windows.
• – Several witnesses claimed there were multiple shooters audio forensic supports this.
• – One video shows a possible muzzle flash on a window, six floors above Paddock’s room in the Four Seasons (inconclusive).
• – Another video shows what appear to be muzzle flashes coming from the sky on both sides of the Mandalay Bay, precisely where flight radar places three helicopters that turned off their transponders minutes before the shooting began while hovering in position overlooking the Route 91 Harvest Festival. (inconclusive and yet the presence of helicopter and their turned off transponder can be documented))
• – Alleged witnesses audios corroborate shots were fired from helicopters (inconclusive – not confirmed).
• – In room 32135, Paddock’s hard drive is missing from his laptop, there are present in the room several pairs of gloves, numerous mobile phones and multiple hotel room keys (used just 30 minutes before the shooting, including smart keys available only to hotel staff). Blood splatter of Paddock suicided body lie under expelled shells of shooter, that show no signs of being covered in blood brain matter or being fused to floor with congealed blood. On the face of it the bullets on the floor seem to have arrived there after Paddock’s death. If this is correct then Paddock cannot have being one of the shooters.

• – Room service bill photographed by pres demonstrate meal ordered for more than one person (or one very hungry person).
• – At first, police said they witnessed Paddock kill himself and then they claimed they found him dead after the breach – and for some unknown reason, his time of death was marked as noon the following day.

• Mandalay Bay security guard, Jesus Campos was supposedly shot in the leg by Paddock six minutes before he began his attack and yet, it took law enforcement 72 minutes to get into Paddock’s hotel room.
• – Hotel Security Manager, George Umstatt is later found hiding in a hotel room and detained by police and several key officers were never even questioned. Campos claimed he went to UMC Quick Care for treatment but the facility stated they had no record of this. He then left the country and returned only to appear on The Ellen DeGeneres Show, owned by MGM.
• – Weeks after the shooting, MGM was issued a restraining order to prevent them from destroying evidence, which could either suggest that the Mandalay was a co-conspirator in the shooting or that a lack of trust developed between law enforcement and the hotel.

Daphne investigation known as the Panama papers would spur an even larger investigation into billions of dollars of money laundered, used to pay bribes paid and hidden so as to avoid taxes. The case includes an alleged plot to misappropriate $US74 million held in trust for “super rich” Russians. One Russian described as a billionaire politician who had placed assets in a New Zealand trust set up in his son’s name.

This is known as the Colorado cse and is listed on the ICIJ database Butterfield Trust as having being run by an Auckland director, Matthew James Butterfield, who is central to an RNZ investigation into alleged money-laundering. Buttefield was banned from operating in the tax haven of Guernsey in 2010, five years shortly before he started work as a trust and company lawyer in New Zealand. Butterfield appeared in a Colorado deposition hearing as part of a US court battle over a separate case involving alleged fraud, theft, money-laundering, tax evasion, assassination and Azerbaijan oil & gas. These firms (out of 2000 companies identified) are also linked to known money laundering cases offshore however are believed to represent just the tip of the spear in terms of asset linked to Alexander Vinik and other money laundering operations which have being launderer and invested in NZ by those who core trade is exploitation. If the Paradise Papers did come not from Russia it seems strange it has so much material which incriminates the West and their is nothing there which makes Putin look bad.

October 31 2017:Ukrainian wife of a Chechen man  Adam Osmayev, accused by Russia of plotting to kill President Vladimir Putin in 2012 was assassinated outside Kiev in an attack that also wounded her husband, Ukrainian Interior Ministry officials said.  The attack follows a vehicle bombing in Kiev last Thursday, in which two people were killed and three wounded, including Ihor Mosiychuk, a member of the populist opposition Radical Party. Soraya, a 23-year-old German-Spanish model, maintain she was allegedly raped on August 12 2008 by the prince on his yacht. The case was later dropped due to lack of evidence despite police having semen and evidence of date rape drug. The Prince claims he can prove he was ot their. While the prince was never seen as politically influential, his penchant for public lime light and his holdings in Western firms made him one of the most well known Saudi royals.

In 2015 the young prince Salaman promoted a strategy Vision 2030 to potentially seize billions of dollars’ worth of Saudi assets and in an historically unprecedented transfer of wealth from private pockets to public socio-economic programs on the centenary. Prince Talal in 2022, after a secret agreement, was released and left with a 95 percent stake in his global investment firm. The prince also said he was in talks with the country’s emerging sovereign wealth fund, set up to fund Vision 2030, about co-investments in the state based domestic projects, and that Kingdom Holding would looking at splitting up its $13 billion of assets by spinning off some holdings.

November 2017: European Space Agency (ESA) scientists (PROJECT SWARM) discover why low-orbit GPS satellites experience periodic navigational blackouts while flying over the equator between Africa and South America.  The answer is “thunderstorms” in the ionosphere, according to an ESA announcement.These thunderstorms occur when the number of electrons in the ionosphere undergoes large and rapid changes, close to Earth’s magnetic equator and typically just for a couple of hours between sunset and midnight. The ionosphere is where atoms are broken up by sunlight, which leads to free electrons. A thunderstorm or plasma hurricane scatters free electrons, creating small bubbles with little or no ionized material. These bubbles disturb the GPS signals so that the SWARM GPS receivers can lose track. GPS link was broken 166 times during the first two years of SWARM, of which 161 coincided with ionospheric stimulated thunderstorms.
