The New Zealand Fugitive Years
& the Birth of Eugene Horsch Serial Killer.
Alleged serial killer Eugene Albert Horsch, central to the Olney “house of horrors” investigation, was born in New Zealand in 1981, while his father, Raymond—a self-claimed pilot and pornographer—was still wanted by authorities in the United States for narcotics and forgery charges. Throughout his career, he had been involved with LSD, methamphetamines, and marijuana.
Horsch reportedly used his assumed identity and credentials to get legitimate work in the chemical industry in Timaru, New Zealand, where Eugene was later born.
He became involved in an alternative-fuels operation working on converting whey, a dairy byproduct, used in ethanol biofuel. An operation funded and supported by regional and national government that lent him $120,000. About half a million into day cash value.
The importance of Horsch plant needs to be understood in the context that in 1981 the same year Horsch turned up in New Zealand the CIA top middle officer “Middle East analyst, Robert Ames, had previously addressed senior intelligence officers at a meeting of the New Zealand External Intelligence Bureau, stating: ‘The Shah is gone – Saudi Arabia is next’ Ames pressed urgently for New Zealand to be self-sufficient in oil production. Soon afterwards, Mobil gained a synthetic fuel plant in Taranaki, on terms so favorable to the company that New Zealand is still paying for it today” (State Secrets Ben Vidgen 1999 [.1NZ Listener, 7 March and 18 April 1987/ Friends In High Places, Leighton McCartney, Simon & Schuster 1985)
By ’84, the life Horsch had made began to unravel. The Christchurch Press in New Zealand reported authorities discovering multiple fraudulent travel documents associated with him, including five false passports. His true identity and fugitive status became known, attracting considerable press attention in New Zealand.
Horsch didn’t immediately return to the United States to face the charges against him. Instead, accounts of this period describe yet another escape and another false identity.
He eventually resurfaced in the United States under the name Richard Harris.
Press articles state New Zealand authorities discovered multiple fraudulent travel documents associated with him, including five false passports. One of those aliases is believed to be Richard Stanley Harris
In 2009, Raymond was charged with growing over 450 cannabis plants, with two shotguns also confiscated. He was subsequently sentenced to 54 months in prison and released in 2013.

The partnership between accountant Garth Osmond Melville and lawyer John Gordon Rutherford of Chemical Technology operates within the context of New Zealand’s corporate structure history. See the Takapuna Laundromat. Rutherford also had interest in electronic firms considered cutting edge which overlap with Horsch own interest in electronics.
WorldCat lists S. E. Stokowski as an editor/contributor on his 2003 book Eroto~. Apple Books lists S. E. Stokowski as the publisher of one of his later works, and IMDb credits Stanley Stokowski as a producer on his 2017 film Whore!.
Raymond’s (aka Stokowski, aka Harris) capture would raise some pretty reasonable questions about how an American fugitive using false credentials got into New Zealand in the first place. How he had managed to establish himself professional and his links to sophisticated counterfeiting and narco-operations back in the USA. No to mention the real Stokowski worked at a top-secret facility, so his identity theft seems a poor choice.
Raymond Horsch was just one of several US immigrants to pop up in the 1980s that had a history in drugs and aviation in NZ at this time.
Aviation Narco Connections
Other US narco aviator of interest down under include Theodore Shackley, a former CIA officer, operating as a “crop-dusting” pilot in Timaru at the same time Horsch was living there.
Shackley was linked to the Nugan Hand Bank, which would launder Mr. Asia drug profits.
While the Timaru founder of Helicopters New Zealand Alan Hubbard bought his original vessels from “Americans based in Sydney” involved in arms trafficking, according to Hubbard’s own biography.
Hubbard’s Timaru-Christchurch business interests continue to surface after his death in databases like the Paradise Papers and Panama Papers, exposing a very sordid side to the business interests of the former South Canterbury Finance, which included interests in arms firms and Russian money laundering.
In Thailand, Nugan Hand shared offices with the US DEA.Eugene Horsch, whose recent arrest involved phony federal DEA credentials, had documents found indicating original DEA documents were used.
Wacky Wacken Hutt
Horsch in an interview claims he worked for E-Hunt which also had links to the Philadelphia/Florida based Wackenhut Corporation, a massive, highly controversial American private security and intelligence firm founded in 1954 by former FBI agent George Wackenhut. Wackenhut was launched in Florida by George Wackenhut, a former FBI agent. But Wacknehut was himself from Philadelphi where Horsch operated and the firm had contract guarding sensitive sites in that state. Wackenhut was considered a privatized, “shadow” arm of the CIA and FBI, heavily staffed by retired top-tier US intelligence officials, Air America pilots, and known felons hired to carry out the darker side of CIA. operations. In a later issue I hope to do a piece on some suspect other ‘CIA’ hired villains known to have used New Zealand as spot to lay low.
In 1999, Wackenhut made massive mainstream headlines in New Zealand when its subsidiary, Australasian Correctional Management (ACM), won the government contract to build and run the new Auckland Central Remand Prison.
The move sparked a fierce political outcry.
Investigative journalists and local politicians openly questioned why a company with deep ties to “CIA dirty tricks”, paramilitary nuclear-site guarding, and a massive corporate dossier on political dissidents was being handed control of part of New Zealand’s justice system. One of the weirder aspects was a fight club between inmates over seen by the guards themselves.
There are some other intelligence connections that still need further investigation, made complicated by the fact that Horsch was a deeply well-read sociopath who spent his life absorbing spy culture. In his self-spun narrative, which borrows heavily from other people stories, Horsch claimed that his aviation skills allowed him to fly planes across international borders to smuggle narcotics during his years as a fugitive.
He claimed this occurred before he transitioned into performing at public air shows. Investigators currently view his “air show pilot” title as a heavily embellished—or entirely fabricated—layer of his criminal persona.
However, Raymond Horsch was born in 1943, the son of a World War II glider pilot and he did in fact own an aircraft in New Zealand. The aircraft ZK-EDK was later sold to another pioneer of New Zealand Aviation Simon Spencer Bower who says he only taught to fly by “an American”.
In future issues I hope to demonstrate how from the 1980’s New Zealand has routinely been used as bolt hole for ‘CIA’ backed hitmen. And to demonstrate their ties to the US Cocaine network, including the like of Tanginoa Pahulu Tangid named in Operation Mexted as part of a transnational criminal coke and meth ring. Police allege the group, which included both New Zealand and US citizens, was responsible for the importation and dealing of methamphetamine and the trafficking of firearms
Harvey Misbin and the Child Porn Connection.
In 1981, Aussie Malcolm, Minister of Immigration, granted status to American Harvey Misbin, a known cocaine trafficker and former Vietnam pilot.
Malcolm would himself later be linked to human trafficking—a report the police admitted in 2026 was probably correct. A number of Malcolm’s partners are connected to an Auckland address 412 Lake Road Takapua, which has been repeatedly identified with money laundering and arms trading for Asian, Russian, and Mexican drug cartels, and is worth hundreds of millions of dollars. In addition, Malcolm had a number of associates with ties to Asian crime syndicates.
In the same era (early 1980s), several reports would surface linking former Mr. Asia members living near Christchurch with a Californian child pornography ring. The ring is referred to by Michael Laws in Q-Nation in relation to those who scapegoat for crèche care worker Peter Ellis for child abuse in the 1980s.
Though in fact Aussie Malcolm, would be tied to US narco fugitive Harvey Misbin, had in turn help under-mind an aviation effort Southern Sky Bus consortium led by Horsch New Zealand partner John Gordon Rutherford. Part of the collapse of Skybus was that one of its directors, American pilot WTT Kele, was also wanted by US authorities and when this information became public, he stepped down from an operation the New Zealand government and Malcolms associates swa as threat. Skybus directors would also include Sir Reginald Barnewall, an Australian and a founder director of Polynesian Airlines. Skybus clients would include Evergreen Aviation the former CIA Airline whose contract Southern World Airline (the airline run by American drug trafficker Harvey Misbin) later picked up as the aviation airline did a circuit flying from Australia to Honolulu LA South America and back to New Zealand.
An Autobiographical account, titled ‘Operation Scupper’, written by NX96541 Sergeant (Sir) Reginald Barnewall. describes his involvement in the top-secret Z-squads. Barnewall had taken part in a commando operation to destroy a radio transmitter that was being used by Vichy French supporters to provided coded information to the Japanese forces regarding allied shipping, air and troop movements in the Southwest Pacific Area.

The operation was a deliberate play on words (such as combining “Mex” for Mexico and “meth”), the US DEA confirmed that the methamphetamine seized during the operation originated in Mexico. This is all becoming very normal in New Zealand and it seems a million years ago, when in 1999 I wrote State Secrets.

Government authorities however chose not to act on – nearly a decade before Vinik & his ‘Russian’ hacker friends began holding nations and their financial and essential national security infrastructure to ransom.

He has operated through the firm Premier Interchange Gateway (commencing in 2010) and joined KPI Capital Markets Pty Ltd as the Manager of Global Distributions in 2013
As we can see in the case of Raymond Horsch aka Stanley Edward Stokowski and Richard Harris Garth Osmond Melville and John Gordon Rutherford have an established connection.
When their names are found together, it represents a classic corporate setup mechanism used extensively in New Zealand during the late 20th century: the utility of ” shelf companies” and nominee services.
When a client—often international investors or local property developers—needed a corporate vehicle immediately, Melville would sell them the shelf company. At this transition point, John Gordon Rutherford (via his firm Rutherford & Company) would step in to provide the critical local legal framework.
He would oversee the asset transfers, structure the land licenses, or accept a temporary directional appointment to fulfill local regulatory compliance while the actual beneficial owners remained structured behind trusts.

Rutherford’s Christchurch practice would assume control of the company’s legal deeds, using them to execute commercial property acquisitions or challenge zoning boards without exposing the primary developers’ identities until the land titles were secured.
GUN FOR BUTTER – BUTRTER FOR OIL.
The ICIJ database list Butterfield Trust address as 412 Lake Road Takapuna, where he can be identified as having been run by an Auckland director, Matthew James Butterfield. It is in turn liked to Butterfield Trust Bahamas (via a trustee Leopold Joseph), a bank in the Caribbeans with a long association with British and US intelligence.
Butterfield was central to an RNZ investigation into alleged money-laundering.
Buttefield was banned from operating in the tax haven of Guernsey in 2010, five years shortly before he started work as a trust and company lawyer in New Zealand. Butterfield appeared in a Colorado deposition hearing as part of a US court battle over a separate case involving alleged fraud, theft, money-laundering, tax evasion, assassination and Azerbaijan oil & gas.
The RNZ investigation was part of Project Daphne, a multi-country journalist collaboration to carry on the work of Maltese journalist Daphne Cauana Galizia, who was murdered by a car bomb on 16 October 2017 while reporting on Maltese government corruption and the Azerbaijan-linked money laundering.
The Colorado case includes an alleged plot to misappropriate $US74 million held in trust for “super-rich” Russians. One Russian described as a billionaire politician who had placed assets in a New Zealand trust set up in his son’s name.
Daphne investigation known as the Panama papers would spur an even larger investigation into billions of dollars of money laundered, used to pay bribes paid and hidden so as to avoid taxes.

Paul Louis McElwee was a honorary consulate to Columbia and his partner Harvey Misbin was a former US Pilot, married to the daughter of a Columbian general, involved in smuggling cartel drugs across the US border.
McElwee’s name explicitly overlaps with the ICIJ data via the Olmsted Holdings Trust (Cook Islands).
As coincidence has it neighbor 71 Symonds Street Auckland home of Prok Bank a tax haven bank which featured in my 1999 book State Secrets. The bank was based in Vanuatu run by former NZ Dairy Board Far East executive Ian Robertson, former national MP and arms dealer Ross Meurant and two former FSB agents Victor and Larisa Shumiliov.
