Both the title and the subject matter are currently unknown, though the Atlas affiliated New Zealand Taxpayers’ Union claims the book focuses on their organisation

20th September Urgency The New Zealand Government passed multiple major bills under urgency, creating police powers to issue 24-hour move-on orders and establishing the legal framework for youth military academies (future possible cannon fodder?). The package also advanced Treaty of Waitangi legislative amendments alongside infrastructure, building compliance, and maternal health changes.

These fast-tracked laws carry severe negative implications: Criminalizing Vulnerability: Human rights groups and over 98% of public submitters argue that the Summary Offences Bill effectively criminalizes homelessness and poverty, giving police sweeping powers to penalize rough sleeping and begging. Legality Attorney-General Chris Bishop concluded that the Summary Offences (Move-on Orders) Amendment Bill unjustifiably infringed upon fundamental rights under the New Zealand Bill of Rights Act 1990. Due to parliamentary supremacy, Parliament proceeded to pass the legislation despite these identified constitutional and legal inconsistencies. 20th/9: Russia goes to the polls Western Media insist only they have the best democracy money can buy. Russians voted from 18 to 20 September 2026 to elect all 450 members of the lower house State Duma. This was the first federal legislative election held in Russia since 2021. The United Russia party held a majority entering the vote, and final official results from the Central Election Commission are expected to confirm seat allocations this week. Roughly 111 million eligible voters inside Russia were registered for this election cycle. Final, verified turnout figures are expected once the Central Election Commission completes its official count. The estimated voter turnout surpassed 50% by early afternoon Moscow time on Sunday, the final day of voting. Election is comparable to a U.S. midterm election (46.2%) but sits below typical Western democratic averages (65%). It is significantly lower than participation rates in New Zealand, which reached 78.2% in its most recent general election.

In September 2026, Norwegian intelligence reported that hackers utilized Norway’s digital network as a transit country to launch and conceal cyberattacks against Ukrainian government agencies. 1/9 NZPAM maps screenshot, taken on 1 September, show all the permits (granted, and applications) for prospecting, drilling, and actual mining activities in Otago. Most of them are foreign companies, and many clearly stated their intentions including naming Otago “the new West Africa” of mining.

ZEALANDIA RISING (Pacific News).

Zealandia New Zealand status as a continent (2017) has expanded the nations EEZ by 3000 million square miles. It covers one of the highest concentrations of critical minerals. It has vast economic value, but it also makes New Zealand a strategic target for sharks.

The hard-core fact is anytime something has gone boom in the Pacific and ethnic tension are blamed. It’s usually because of mining interest.

At least that true of attempted past coups in Vanuatu Tonga 83/80.

Actual coups up risings in Fiji, Solomon, PNG 87, 95, 2000.

2009: Solomon’s fake gold mine, involving Kelvyn Alp Phoenix Gold inflames ethnic tensions. In 2020 Alp tried to get his follow to set a separate state in Kahurangi National Forrest. Alp now leads Loyal in this 2026 election. Their manifesto ripped right from the US Libertarian Party who had close ties to Phoenix Foundation who financed the Vanuatu Tonga incidents

Today many of those Libaterian ideas are being pushed by Peter Thiel, Kimdotcom, Brian Grantmell, Larry Page Silicon Valley Billionaires with major interest in NZ and Fiji which just hosted Exercise Boganville. The exercise focused on Grey warfare. Grey warfare is war waged in the shadows by non-state actors

Similar exercise took place in NZ in the Kahurangi National Forrest which Atlas would love to mine. It was called Exercise Southern Katipo. It took place in 2015.

The late Kevin Hague Greens Forest & Bird took interest in Katipo and after looking at the war game script “military called out against those opposed to mining interest” he dug deeper. Using the OIA he found out about the NZI proposed Special Economic Zones, which mirrored Katipo script Special Economic Vision. It called for draconian powers.

An NZI invention which Act and NZF are keen to push here. The 2017 Westport strategic plan includes a feasibility study into SEZ. That was done pre amalgamation of regional councils. Not the first-time mining interest have influenced military exercise I attended Golden Fleece in 1987. What I saw so disturbed I fell out of love with the army eventually quit and I wrote State Secrets in 1999.

My research showed the phase ROGUE used in the exercise stood for Racially Orientated Groups of UnEmployed. The phase according to Toby Truell zine Wellington Confidential originated from a threat analyst report written by Frost & Sullivan an Australian mining consultants.

In 2020 more than a half dozen boats shared a dick at Auckland luxury marina.

Three boats belonged to Australian Atlas mouthpiece Murdoch Media, one belonged to Michael Hill a patron of far-right groups who pop up in 2020. One belonged to Larry Page, one to a Texan mining magnate who was a super donor and one to Jeff Bezos Amazon ( NZH dispute the last point, but we know Bezos was in country at the same time).

Many of the same faces we saw docked st Saint Bart’s with super donor Graham Harte ( share holder Aramco (sic) ) on the ece Saint James was used to launch Trump coup in Venezuela. Coups which comes as Libaterian want Special Economic Zones in Argentina, Ecuador and Honduras.

Silent Coup chief villian for using such tactics is Oceania Gold, the same firm heavily involved in virtually every major mining operation involving gold or critical minerals

The Money Men Behind Raymond Horsch NZ Enterprise (True Crime).

Raymond “R.C.” Horsch was an American adult filmmaker and criminal whose Philadelphia home became the subject of a massive “house of horrors” investigation linking him to the disappearance and suspected deaths of multiple women. The world learned of his actions after federal law enforcement raided his former residence following his son’s 2026 arrest, uncovering over one million digital media files and graphic hard drives documenting his abuse. Most of this story was done by the Philadelphia Inquirer who even covered Raymond’s brief time in New Zealand as a Chemist. Excellent reporting my only beef is they called Timaru a Sleepy Coastal Town and in doing so misread the environment Horsch was entering when he arrived in New Zeland in 1981.

In my 1999 book State Secrets, I would interview Patrick O’Brien a former undercover police intelligence officer. Obrien in the late 1970s and early 1980s was involved in investigating the industrial shipping activity of the South Island, including Bluff port (which serviced Tiwai Point aluminum smelter) area. He was investigating international smuggling rings who were using the South Island’s port cities to tranposrt drugs and guns. O’Brien alleged that while working undercover, he stumbled upon “container loads” of weapons being exported and illegal narcotics being imported through the area. He claimed these operations involved foreign intelligence assets, specifically pointing to the CIA, who according to Obrien were utilizing localized transportation networks during the Vietnam War era to trade arms for drugs.

Horsch arrival in “the quiet sleep coastal town of Timaru” came at a very chaotic time for New Zealand & Australia socially and economically as the forces of neoliberalism and globalism approached. It came as the ‘Mr Asia’ drug ring was in full swing, on both sides of the Tasman. It was a time when biker gangs such as the Road Knight MC (The South Island largest MC gang), head-quartered in Timaru and Invercargill in 1979, a year before Horsch arrival. Gangs like the Road Knights were being used to distribute and push first marijuana and then heroin. Large crimes syndicate who plugged into the same New Zealand Australian banks and white-collar finance houses that would be found to be bank rolling Horsch. Horsch was in fact just one of several professional villains, plugged into these same networks in New Zealand at this time (see the Fugitives). And as its turns out, unknown to the public, Alan Hubbard the Timaru finance kingpin and local folk hero was himself plugging into this same interest via his investments in aviation and weapons (see State Secrets II for full details).

Raymond Horsch, the alleged serial killer and snuff film maker, was lent $NZ120,000 (half a million into days cash) by the New Zealand Development Corporation and possibly further funds from the South Canterbury Saving Bank, on the recommendation of the South Canterbury Regional Board. An organization which was basically staffed by the same people. Organizations who would be overseen by gatekeeper Alan Hubbard of South Canterbury Finance (he acted as SCSB accountant and chief auditor). Hubbard was simultaneously plugged directly into the legendary Wild West of New Zealand aviation era of the 1960s to late 1970s. Where it emerges many of those pilots and planes (such as the oe above) were plugged directly into the CIA clandestine arms and narcotics adventure in Southeast Asia 1970s. Hubbard, as well as many of New Zealand’s and Australia early white-collar middlemen were not as on the straight and narrow as an often overly obliging local press assumed. In 2010 the truth finally came out when South Canterbury Finance would collapse to the tune of 1.6 billion. Because asides from its legitimate dairy, shipping and aviation interest, SCF and its many subsidiaries could be shown to have ties with arms firms, Russian Mobsters, White collar criminals. Hubbard even gets a mention in the Panama Paradise Papers in relation to firms with mining and right-wing interest. Hubbard as it turned out had a bad habit of either making bad loans to bad people. Or he hired poorly and hired those who ran assets into the ground as Hubbard own book work and auditing turned out to be a mess.

Horsch asides from being plugged into old farming money (that turned out later to have its own underbelly)
would get the support of senior poltician Right Hon Ron Talbot, a New Zealand cabinet minister, a member of the New Zealand American Association. Talbot was likewise a director in the South Canterbury Saving Bank (and the South Canterbury Regional Board). It would be Talbot, acting on behalf of the Robert ‘Piggy’ Muldoon administration, who would help clear the way for Horsch by having the New Zealand government approve his ethanol project located into Timaru. A step which came on the eve of the 1979 energy crisis that followed in the wake of the 1980 Iran Revolution.

“Robert Ames, had previously addressed senior intelligence officers at a meeting of the New Zealand External Intelligence Bureau, stating: “The Shah is gone – Saudi Arabia is next.” Ames pressed urgently for New Zealand to be self-sufficient in oil production. Soon afterwards, Mobil gained a synthetic fuel plant in Taranaki, on terms so favorable to the company that New Zealand is still paying for it today.
On April 18, 1983, Ames, who was by then the CIA’s director of the Near East and South Asia analysis bureau, was chairing a meeting of regional CIA experts in a soundproof room at the US embassy in Beirut.
A truck, laden with high explosive, crashed through the embassy gates and slammed into the building. As well as the hundreds of casualties and wounded, the entire CIA team including Ames was wiped out”.

To put it plainly, Ames was no junior official. His visit to New Zealand was extremely important. To add jam to the bread, this Synfuel icon to Muldoon’s “Think Big” folly was constructed by a longtime
CIA ally – the American construction giant Bechtel whose JV2 consortium handled the massive Marsden
Point oil refinery extensions in 1982 (Who also built the Tiwai smelter). Horsch ethanol Plant was an important step in keeping New Zealand (and its American energy partners) in the games until Marsden was complete. Bechtel, a long-term friend of the CIA, built the Hoover Dam, the Marietta Space Centre. It also founded Stanford Research International (SRI) in Menlo Park, the largest think tank on the US West Coast as well asthe fact it has poured tens of millions of dollars into Stanford’s University which is why the “Bechtel” name is highly visible on Stanford campus. And in a weird twist of fate one of its scientists was the real-life Stan Stokowski (who also worked at the top secret Loas Almos site) whose identity would be stolen by Horsch as he posed as chemist in Timaru. It was the Bechtel Corporation who had co-manage the operations of the Los Alamos National Laboratory, while top Stanford University faculty and policy experts served on the laboratory’s governing boards and oversight committees.

Horsch partner in Timaru John Rutherford (who had a history of sketchy deals and attracting dubious investors) would also turn out to be business partner of Sir Kerry Burke in Pacific Investments Ltd. It had been Burke, as New Zealand’s immigration minister (under the Labour Party), who would clear his staff of all wrongdoing when it became clear Horsch had entered the country without the usual steps being taken.

In the USA people are asking how is it that Horsch went undetected. Horsch activities down under may offer a piece of the puzzle to that very question.

Whose afraid of the (NZI) Wolves in Sheep’s Clothing.

Ffs Labour apparatchiks are this election finally talking about David Seymour of Act’s Atlas ties and making out like they found the scoop of the century. In fact this is so yesterday news. Let’s talk about who wrote Seymour foreword to his book. Stephen Jennings …and who the fuck is that you ask?

As a Treasury analyst under Finance Minister Sir Roger Douglas (the architect of “Rogernomics” and founder of the ACT Party), Stephen Jennings helped execute the radical privatization of New Zealand’s state assets, including NZ Rail and the electricity sector—infrastructure now heavily tied to AI data centers. Jennings later amassed significant wealth at Credit Suisse by masterminding post-Soviet privatizations in Russia, which critics argue paved the way for the rise of the oligarchic system and Vladimir Putin. Today, his focus has shifted to emerging markets in Africa, where his firms operate alongside diverse global banking interests amidst ongoing debates regarding resource privatization and sovereign debt.

The corporate network around these markets has faced severe scrutiny; notably, Credit Suisse was embroiled in the infamous US$2 billion Mozambique “Tuna Bond” corruption scandal alongside Russian state-owned VTB Bank. This fraudulent loan scheme severely destabilized Mozambique’s economy. The fallout reached New Zealand in 2019 when Christchurch-born former Credit Suisse managing director Andrew Pearse pleaded guilty in a U.S. federal court to wire fraud, admitting to pocketing US$45 million in kickbacks that were partly laundered through Christchurch real estate assets.

Beyond Jennings historical ties to state asset privatization, Stephen Jennings is a vital figure within The New Zealand Initiative, serving as a prominent member of its board of directors. The free-market think tank operates as the local affiliate of the Atlas Network—a powerful, Washington D.C.-based global umbrella group connecting over 500 free-market organizations worldwide.

Mainstream media outlets, heavily tied to establishment partisan politics, will talk about the Atlas Network using partisan talking points to regurgitate political folklore. But when it come closer to home organizations actually plugged into this highly coordinated, heavily resourced global Atlas infrastructure, such as the NZI, are never mentioned even by the so-called center left parties mouth pieces.

Were as Atlas is an elusive boogey monster (good for scaring the kids before election bedtimes) NZI is real life Frankenstein whose giant-foot prints are very real. Even when they remain invisible to partisan mouth pieces playing at being opposition champions.

NZI are same folks who

A. Wrote a 2010 paper on the creation of Special Economic Zones, another real-life monster, with real life impacts that never get mentioned by the ‘opposition’ parties.

The exercise’s master script simulated an allied coalition deploying to a fictional Pacific nation named Becara to quell civil unrest. In a striking parallel to real-world corporate deregulation, the military scenario tasked troops with subduing local counter-insurgency and activist groups who were actively sabotaging a “Special Economic Vision”—a framework explicitly designed to open the region to foreign corporate investment amid economic hardship. Critics argued the training effectively served as a dry run for using state and international military forces to protect corporate assets and enforce hyper-deregulated zones against localized civilian dissent

B. Public awareness regarding the strategic blueprint for Special Economic Zones (SEZs) in New Zealand traces back to 2015 during Exercise Southern Katipo—the New Zealand Defence Force’s (NZDF) largest biennial multinational military exercise. Kevin Hague, then a Green Party MP and later chief executive of Forest & Bird, scrutinized the official fictional training scenario engineered for the war games. Upon further investigation, Kevin Hague exposed a strategy to allow mining on conservation estate land under sweeping executive powers, framing it as a real-world extension of the “Special Economic Vision” highlighted in the military exercise script.

Today, structural concepts resembling Special Economic Zones (SEZs) have reappeared in regional governance discussions, notably aligned with the coalition government’s push for Special Economic Zones and resource extraction. This matches ongoing debates over local council amalgamations and the creation of unified planning frameworks across the West Coast, championed by Regional Development Minister Shane Jones and the National-ACT-NZ First coalition to streamline resource consenting and bypass traditional environmental bottlenecks.

The 2010 Emergency Precedent: Following the devastating 2010 Canterbury earthquake, Parliament enacted emergency response legislation allowing executive ministers to override or suspend primary national statutes—most notably the Resource Management Act (RMA)—to fast-track critical infrastructure recovery. Constitutional scholars flagged the mechanism as a powerful expansion of executive authority.

What could possibly go wrong.

The Modern SEZ Blueprint: This emergency framework serves as the structural proof-of-concept for the ACT Party’s contemporary policy agenda. ACT explicitly references the 2010 and 2011 Canterbury recovery frameworks to justify implementing Special Economic Zones (SEZs) in disaster-affected areas like Hawke’s Bay and Tairāwhiti. Silent Coup & The Four Horsemen of Corporate Sovereignty:

In the investigative book Silent Coup: How Corporations Overthrew Democracy by journalists Claire Provost and Matt Kennard, Special Economic Zones (SEZs) are described as corporate utopias designed to intentionally bypass national sovereignty and democratic control The authors frame SEZs as one of the “four horsemen” (or core mechanisms) that corporations have used to stage a global political coup d’état. The ISDS Shield & Trade Agreements: If a democratically elected state attempts to rescind these corporate privileges, corporations deploy the Investor-State Dispute Settlement (ISDS) framework to sue for billions in projected future losses. In New Zealand, this corporate legal architecture is institutionalized through multi-government trade frameworks like the CPTPP.

Suspension of Democratic Law: SEZs act as sovereign carve-outs where foundational national statutes—including minimum wage mandates, domestic environmental rules, and corporate tax rates—are completely bypassed or heavily diluted to construct hyper-deregulated corporate enclaves.

The Race to the Bottom: Proliferating from post-colonial contexts to wealthy nations (such as the United Kingdom’s “Freeports”), SEZs force developed governments to systematically strip away local protections to outbid competing regions for international capital. DYI CIVIL DEFENCE FOR A DYI ERA. (ACTIVISM).

Through the army, traveling in strange lands I have learned when crisis strikes (be it flooding, fire, or losing your passport), the only one who can often save you and your loved ones, in the immediate circumstances, is yourself. These are my top 10 low paranoid, practical DIY Civil Defence tips.

1. Don’t Panic Do your ABCs 1. Assess the hazard don’t rush in, make sure you have spotted any additional risk. 2. Breathe panic reduces circulation and the ability to think. So take a big breath then 3. Calmly make your plan and then act.

2. Have a fixed Civil Defense box and mobile go bag both carefully packed and labeled. These are fundamentally the same but in the case of water food clothing the quantities vary. Your go bag needs to last a 48 hours per person. The Civil Defense box should be stocked for two works. Make sure both are rugged and durable.

Content:

A)Water: one gallon per person, per day, for drinking & cleaning.

B) Food: Non-perishable easy-to-prepare items and a manual can opener:

D) First Aid Kit: bandages, antiseptic, pain relievers, needle & thread, medications. And here is the biggy. Who knows first aid? In war most lives saved are a result of fellow soldiers being trained in first aid.

E) flashlights and radios – preferably hand-cranked or solar. If not include extra batteries, torches, candles, lamps ect (don’t forget to include more than one lighter).

F) Toiletries and items for personal hygiene. And lippy and a razor for those who can handle any apocalypse if they look good. Moral is important.

G) Clothing, hot water bottles, blankets: Appropriate to weather. Better to have and not need than not have and then find out too late you did need it.

H) Cell phone, charger, a portable power bank (my solar charger cost $90). Small communities may want to chip in for CB walkies talkies.

I) Documents: ID, insurance, passwords, blood type, essential medical data.

J) Cash: Don’t rely on ATM or eftpos. These fail when electricity fails.

K) Maps: Again Google Maps goes when the power goes.

L) Whistle, flares, coloured clothing. The cavalry gotta see you

M); Swiss Army knife Multi tool & duct tape.

N) Glasses, hearing aids, items for daily life.

0) A pet go to bag: including food, water, leash and other kitty/doggy needs.

Q) Books, cards games for children. Entertained kids are not frightened kids

R) Play Zombie Apocalypse: ask what else would be useful and see if you can get to Z.

3. Exit strategy. A place loved ones know to go. ID the most probable threat for your hood.? And prepare for that first.

4. Neighbourhood collective clout – Local volunteer civil defence probably already exists near you. But that is no good to you if you haven’t already reached out and found who your local Thunder Birds are before the crisis comes calling. Community planning need not be boring. Hold a CD party/pot luck with team building games that double as CD training. Make future proofing groovy and empowering.

5. Assumption is a Donkey. “the mayor is frustrated he is not getting guidance or planning data from Wellington”. A direct quote overheard recently from a senior South Island civil defence planner. If the ‘mayor’ isn’t getting that data then don’t expect anyone else below them to. If you’re aware of a potential civil defence threat don’t assume the authorities have it covered. Ask questions, on that threat, now until you get a satisfactory answer.

6.Sand Bags – essential first line of defence. In an ideal world would be provided by councils at prearranged points. Sorry not an ideal world.

7. Hygiene. WW2 major killer wasn’t bullets it was disease. Wash hands using boiled water. Dig a pit (6ft at least). Make sure your poop pot is not near the chow pot. Get a gas bottle and outdoor cooker.

8. Hard Copy Preparation A printed copy of your plan that includes data such as NZ Civil Defence number 0800 22 22 00. For local emergencies, contact the local council’s Civil Defence directly, or dial 111. But again, in emergencies help may not come quickly.

9. Do what you need to. Ruffling bureaucratic feathers last a while. Dead lasts forever. Note taking emergency action on the spot (when no one is there to ask permission) should not be confused with it’s okay to ignore authorities or laws.

10. Be Realistic. Keep your plans simple. Plan for what you can control in the immediate
