I refer to your official information request we received on 17 June 2019 requesting the following:
Council Response
1)
Did the Bromley storage depot in Wickham St, run by Pest Control Research Ltd have a separate resource consent to Pest Control Research factory in Rolleston or are both locations under the same RC?
Answer : The facility in Rolleston is in the Selwyn District Council and any relevant consent would be issued by that council. The Bromley site is located in an Industrial/ Industrial Heavy zone and therefore no resource consent is required for this activity.

If separate consents…What were their consent conditions regarding contaminants to air water or land?
Answer: Not applicable.
3)
What specific hazardous substances and in what amounts are or were they allowed to store or use at Pest Control Research’s storage facility in Bromley at any time?
Answer: Use/storage of hazardous substances is permitted in this zone, within District Plan rules.

4)
What amounts of these individual toxins used by PCR Ltd are allowed to be stored at this or any other location at any one time Under council by law for built up areas?
Answer: See above
5)
Are there any other such storage facilities for 1080 or similar toxic chemicals or products that contain these chemicals in your councils jurisdiction?
Answer: Council is unaware of any other such facilities.

If so do they have a current resource consent?
Answer: Not applicable

Who signed off on any resource consent given for use or storage of any VTA’s or pesticide products at the Bromley PCR warehouse /shed?
Answer: Not applicable

Was a complete risk assessment with regards to public safety undertaken before granting any consents for PCR Ltds location(s)
Answer: Not applicable

If so what was the methodology used, and what were any risks that were recognised that required mitigation?
Answer: Not applicable

Answer : Not applicable

When was your council first notified of the recent poisoning of a PCR employee at this site?
Answer: 6th June 2019

What steps were taken by council to ensure public safety after being made aware of this incident?
Answer: WorkSafe is the lead agency and is investigating this incident. The site was closed and locked down and non operational from the time of the incident.

Does the ChCh City Council still consider it safe to store a deadly chemical agent in a city full of people and who is responsible for that decision?
Answer: Not applicable.
15)
What is Council going to do to ensure the safety of workers and residents? That is, will the consent, if any, be removed from PCR Ltd to store /mix deadly chemicals that have no antidote , in a built up area? T
Answer: There is currently no risk from the site and WorkSafe is investigating.

Can I please have a copy of any emails or other communications between the CCC and Pest Control Research Ltd received or sent after 25th may 2019 to now.
Answer: There are no emails between CCC and Pest Control Research Ltd during this period.

It comes as Tourism NZ stated it was dumping the Clean Green 100% NZ branding and using ‘Pure NZ 100%’ brand instead.
Christie who was tied with Mark Weldon role in the axing of Campbell live following pressure from corporate sponsors, has a reputation for both brilliance and ruthlessness*.
The move to dump clean Green is believed to be in response to awakening tourist consciousness over 1080, the Fox Glacier rubbish dump disaster and the embarrassing conflict of interest the council had in promoting a clean green experience while busily poisoning the shit out of every thing as Local Government NZ turns out to be a defacto lobbying force not just for 1080 but pesticide of every variety. And its BIG BUSINESS.

3. The story is not unique. Mark Christie of Dupont NZ (Monsanto) complained in 2016 the “politicking of science has led to science being marginalised”. Christie, believed to also have interest in Central Otago wine industry, referred to the banning of phosphate after a successful court action proved glyphosate did cause cancer and the science Dupont used was flawed. Regardless in Hawaii a 15 billion tourism industry continues to suffers due to the clout held by a 200 million pesticide industry who continue to insist that its products pose no danger and are backed by science – yeah the best science money can buy.
